RESOLUTION APPROVING THE MACARTHUR PARK OPPORTUNITIES AND CONSTRAINTS STUDY FOR THE CITY OF LA MESA Staff recommends the Council adopt the resolution approving the MacArthur Park Opportunities and Constraints Study and consider next steps in the park planning process. CONSIDERATION OF THE EXTENSION OF THE SPECIAL EVENT PERMIT FOR THE LA MESA VILLAGE FARMERS’ MARKET Staff recommends the Council (1) consider whether or not to continue the operation of the Farmers’ Market on La Mesa Boulevard, with or without additional new conditions, or to relocate the market to an alternate location; (2) if the Council decides to relocate the Farmers’ Market to an alternate location, extend the Special Event Permit for an additional 4-6 months, to allow the La Mesa Village Association (LMVA), Brian’s Farmers’ Market, and City staff, time to identify an alternate site and prepare an implementation plan before submitting a revised Special Event Permit; and (3) continue the cost recovery policy of 100% cost recovery for small events that do not serve alcohol and that require minimum City support.
